There's not much I can really say about this show that would be better than the descriptions at ANN or Wikipedia.
The fans at ANN seem to think this is Generally a "very good" show giving it a solid 7.7 to 8 rating for the TV anime,
the two (so far) OVAs and the manga.
I haven't read the manga so I can only speculate in that regard.
BUT I have seen both OVAs and I have the TV series on disc.
THIS is fluff, some of the best kind of fluff.
There is very little fanservice to speak of, in fact the promo-images like the ones here are much racier than anything in the anime.
This is a major hit of "kawaii" wrapped up in a large serving of Moe`.
If you think it's "loli-com" fodder, you're seriously warped,
you might be right but seriously warped.
This is more for sitting around and unwinding, enjoying the generally basic but sometimes cerebral humor.
The age difference between Nobue and her sister Chika (8 years) reminds me of when I was 11 or 12.
My older brother would, at the time, have been slightly old than Nobue, the show brings up reminders of the pleasant, as well as . . . unpleasant, fun we could have.
When you're more than a few years apart, sibling rivalry sometimes, takes on a much different face and function.

Aside from Nobue's smoking and drinking (age of majority is 20 in Japan so she's legal)
there is really very little to find objectionable about this anime for any-one of any age.
Younger kids probably won't get some of the jokes but they might just like it anyway.
Adults might just find some interesting memories flooding back from their childhood.

This is one of my favorite shows.
The writing is really good, the production and character designs are endearing.
This show just doesn't seem to get old for me upon most every re-watch.
I like to think it's worth about a 9 but I might be biased.
